New statewide Pennsylvania Parole Board policy released this afternoon states Agents cannot handcuff anyone outside of planned arrests without the approval of District Director or Deputy District Director. This policy was obviously written by somebody that has never worked a day on the streets.

PBPP management does not want State Parole Agents conducting field work during Philadelphia/Harrisburg/Pittsburgh riots for fear of being "Perceived as Law Enforcement". Apparently management also does not want to be perceived as true Leaders.
