The Tiananmen Square massacre happened in 1989, one year after I came to the U.S. I had friends there that witnessed the incident. Sadly, many Chinese today, es...pecially the young people, do not know this even happened because the Chinese government does not allow the Tiananmen incident to be discussed in China and they censor the Internet. I bought my first AR-15 just before Colorado law to limit magazine capacity became effective in 2013. This photo was taken and posted in 2015 when President Obama threatened using Executive Order to ban more guns. Here we are in 2021. It seems more urgent now for us to hold on to our weapons. Tell our students about Tiananmen since they are not learning about real history in public schools. HB659 "Constitutional Carry" affords Citizens the ability to carry their firearms concealed without having to obtain a Government issued plastic card that grants them the legal ability to pull their shirt over their gun to conceal it. As you know, under normal circumstances, open carry is legal in the Commonwealth and no license is requited to wear a firearm on the body that is in plain view. Making a citizen go through the process of obtaining a LTCF is yet another hurdle and expense that they have to endure in order to exercise a Constitutional Right. Millions of PA gun owners, who lawfully purchased their firearms, have ALREADY been scrutinized by a background check when they purchased their handguns, why would they need to do this again just so they could legally pull their shirt over their holstered firearm? As per PA Title 18 Section 6107, during States of Emergency, such as the ones we are currently under, open carry is deemed illegal and the only way you are permitted to carry a firearm off of ones personal property is to have a valid PA LTCF. During this most recent and current State(s) of Emergency, record numbers of Pennsylvanians tried to obtain LTCF’s and were unable because of COVID related building restrictions, failures of the PIC’s system, scheduling issues at Sheriff offices and political games played by the Executive branch and the PA State Police. The net outcome of these factors meant that many Pennsylvanians were simple unable to legally carry their firearms to defend themselves and those whom they love. This is truly a tragedy. Although Constitutional Carry would remove the legal requirement to have a PA LTCF to carry concealed, the LTCF process will still be in place for those that want to enjoy concealed carry reciprocity with those states that recognize a PA LTCF. Constitutional Carry works. Currently there are 18 States that have Constitutional / unrestricted / permit less carry. Alaska, Arizona, Arkansas, Idaho, Kansas, Kentucky, Maine, Mississippi, Missouri, Montana, New Hampshire, North Dakota*, Oklahoma, South Dakota, Utah, Vermont, West Virginia, and Wyoming*. *Only for residents of that State There is absolutely NO data to support that gun owners in these states are less safe than gun owners in states that require a permit. Actually if you look at the crime statistics, these states are among the safer places to live and visit in our Country; as a matter of fact the 3 most safest States are Vermont, Maine, and New Hampshire. They are ALL Constitutional Carry States. The Indiana House voted Monday to eliminate the license to carry a handgun in the state -- an apparent victory, at least temporary, for supporters of Second Amendment gun rights.
