PACDL Statement on District Attorney Zappala Regarding Plea Bargain Restriction and Rescission Harrisburg, PA (June 7, 2021) The Pennsylvania Association of Criminal Defense Lawyers (PACDL) today released the following statement from Peter E. Kratsa, PACDL President in response to actions and communications issued by Allegheny County District Attorney Zappala. "PACDL is an organization founded on principles which include achieving justice and dignity for defense lawyers, defendants, and the criminal justice system itself. Any rote treatment by a prosecutor of a defense lawyer and his cases in reaction to that lawyer's comments in (or outside of) a courtroom is antithetical to the achievement of justice. We are pleased to learn that the policy in Allegheny County has been rescinded."
