Bellefonte Borough Police Department 20.12.2020

Bellefonte Borough Police Department is Currently Investigating vandalism at St. Johns Catholic Cemetery. During the week of November 23, 2020 an unknown individual or individuals entered the cemetery. The actor (s) damaged multiple grave markers by toppling them off of there base. Dozens of American flags were removed from their perspective holder and thrown about the area, with the American flag being removed from the flag pole. It was with smaller grave marker flags pile...d at the base of the flag pole. Multiple luminary lights, vases, ornaments and religious symbols were broken as floral arrangements were thrown about the area. Anyone with information of the identity of the person (s) responsible for the Vandalism is requested to contact Bellefonte Borough Police at 1-800-479-0050. If anyone was in the cemetery during the Week of November 23rd your assistance is most important as to narrow the time of the vandalism. Please Remember, not to post tips to this Facebook page. The Bellefonte Borough Police are trying to locate the owner or driver of the van pictured below. The van is a white late model Honda Odyssey with a sunroof and probably minor damage to the passenger side mirror. It hit a vehicle on Pine St. during the morning of 10/20/20 and continued on toward Axemann Rd. without stopping. If you know who this van belongs to or the driver please private message us or call 1-800-479-0050.

The Bellefonte Police recently recovered property that may have been stolen in Bellefonte. The rightful ownership of the following items is being sought: a blue suitcase, a small bag/purse with NBA team design, a sweatshirt with "Princess" on it, a plastic bag with two metal rods inside, and an older small child's easel. UPDATE The gas leak in Bellefonte Borough has been resolved and the downtown area will be re-opening shortly. The tremendous response of Borough and County and State agencies is very much appreciated. 3113. Pedestrian-control signals. (a) General rule.--Whenever special pedestrian-control signals exhibiting words or symbols are in place, the signals shall indicate as follows: (1) Word "Walk" or walking person symbol.--Pedestrians facing the signal should proceed across the roadway in the direction of the signal and shall be given the right-of-way by the drivers of all vehicles.... (2) Phrase "Don't Walk" or upraised hand symbol.--Pedestrians should not start to cross the roadway in the direction of the signal, but any pedestrian who has partially completed his crossing on the "Walk" signal should proceed to a sidewalk or safety zone while the "Don't Walk" signal is showing. (3) Flashing "Walk".--Pedestrians facing the signal are cautioned that there is possible hazard from turning vehicles, but pedestrians may proceed across the roadway in the direction of the signal and shall be given the right-of-way by the drivers of all vehicles. (4) Flashing "Don't Walk" Signal.--Pedestrians should not start to cross the roadway in the direction of the signal, but any pedestrian who has partly completed crossing during the "Walk" signal should proceed to a sidewalk or safety zone, and all drivers of vehicles shall yield to the pedestrian. (b) Local regulation.--This section does not prohibit a municipality from establishing a summary offense for violation of subsection (a)(2) or (4). (c) Penalties.--The driver of a vehicle who violates subsection (a) commits a summary offense and, upon conviction, shall be sentenced to pay a fine of $50. This subsection shall not apply to those municipalities that establish a summary offense as authorized under subsection (b) with a fine in excess of $50.

3542. Right-of-way of pedestrians in crosswalks. (a) General rule.--When traffic-control signals are not in place or not in operation, the driver of a vehicle shall yield the right-of-way to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection. (b) Exercise of care by pedestrian.--No pedestrian shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close as t...o constitute a hazard. (c) Limitation on vehicles passing.--Whenever any vehicle is stopped at any crosswalk at an intersection or at any marked crosswalk to permit a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall not overtake and pass the stopped vehicle. (d) Application of section.--Subsection (a) does not apply under the conditions stated in section 3543(b) (relating to pedestrians crossing at other than crosswalks). (e) Penalties.--The driver of a vehicle who violates subsection (a) commits a summary offense and shall, upon conviction, be sentenced to pay a fine of $50.

3543. Pedestrians crossing at other than crosswalks. (a) General rule.--Every pedestrian crossing a roadway at any point other than within a crosswalk at an intersection or any marked crosswalk shall yield the right-of-way to all vehicles upon the roadway. (b) At pedestrian tunnel or overhead crossing.--Any pedestrian crossing a roadway at a point where a pedestrian tunnel or overhead pedestrian crossing has been provided shall yield the right-of-way to all vehicles upon... the roadway. (c) Between controlled intersections in urban district.--Between adjacent intersections in urban districts at which traffic-control signals are in operation pedestrians shall not cross at any place except in a marked crosswalk. (d) Crossing intersection diagonally.--No pedestrian shall cross a roadway intersection diagonally unless authorized by official traffic-control devices or at the direction of a police officer or other appropriately attired person authorized to direct, control or regulate traffic. When authorized to cross diagonally, pedestrians shall cross only in accordance with the signal pertaining to the crossing movements.

Scam Alert: People in the area have been getting calls from scammers who are claiming that an old car they had was located in Texas with contraband inside. The scammers go on to say they have a warrant and/or that they owe some money to prevent getting in trouble. Another scam, sometimes combined with the other one, is a claim that the caller is from Social Security IT and the person has had their Social Security compromised. They will sometime have the information for... the person they are calling. Social Security almost never calls you. They usually send letters. Never give your information over the phone to anyone you don't know that you didn't call. If they seem to have your information, do not confirm it for them. They can get some of your information and then use it to trick you into giving more. If you are contacted by people claiming to be law enforcement and you have any doubts, call the police to check.
