Well, believe it or not, the State just changed the Memo that it issued two days ago. Now the operative Agreement of Sale date is March 18th. It won’t change the way we are doing things, but confusing nonetheless. SEE BELOW FROM PENNSYLVANIA DEPARTMENT OF STATE: Highlights:... This new guidance now permits in-person property inspections, appraisals, final walk-throughs and title insurance activities only for residential real estate resale transactions that were under agreement on or before March 18, 2020. For residential real estate contracts entered into on or after March 19, 2020, in-person inspections, appraisals, final walk-throughs, and title insurance activities are prohibited until the Emergency Disaster Declaration is lifted for Pennsylvania. For all real estate transactions begun on or after March 19, 2020, drive-by (exterior only) or desktop appraisals are considered permissible activities. What this means: PAR is still working to address inconsistencies in the updated letter. If you have a transaction that may fall into the timeline, contact your service provider(s) to see if they are willing and/or are able to provide said services.
