CPCA Announces Utility Assistance Program Central Pennsylvania Community Action, Inc., (CPCA) has been awarded CARES Act funding from the Department of Community and Economic Development through the Community Services Block Grant, for the program called the Utility Assistance Program (UAP). The program opens on November 2nd and will assist low income households under 200% of poverty up to a maximum of $1,200 with utility arrearages.
