Governor Wolf is taking $145 million out of the state worker's comp insurance fund and asking the General Assembly to create grants or loans to help small business, especially bars and restaurants. It's an interesting move. Presumably, with so many people out of work, Workers Comp claims are likely down. The fund has a surplus, so they are reallocating it.
