This rare effect was made by Multivox back in the '70's. It was built as a Leslie Simulator "Keyboard Rotary Speaker Effector" and was marketed toward guitar & keyboard players. Fantastic for organs, guitars, Rhodes pianos, etc. The simulator actually simulates the gradual speed up and slow down that a real Leslie produces (because the Leslie's horn takes time to speed up and slow down).
