Mount Joy Police Department joins North American rail-safety operation aimed at reducing preventable deaths and injuries on rail lines MOUNT JOY, PENNSYLVANIA (SEPTEMBER 22, 2020) Mount Joy Borough Police Department is proud to be joining forces with first responder agencies in the U.S. and Canada today for Operation Clear Track the single largest rail-safety initiative in North America. Coordinated by Amtrak, Operation Lifesaver Inc. and Operation Lifesaver Canada, Op...eration Clear Track aims to reduce the number of railway crossing and trespassing incidents in the U.S. and Canada incidents which seriously injure or kill more than 2,100 people each year. The event is held during the annual observance of Rail Safety Week, September 21-27. The goal of Operation Clear Track and Rail Safety Week is to raise awareness of the importance of safe behavior near tracks and trains, in support of OLI’s mission to save lives, said Operation Lifesaver, Inc. Executive Director Rachel Maleh. Because of the ongoing pandemic, first responder agencies will be participating in a virtual Operation Clear Track event this year. These agencies across North America will be promoting rail safety through social media messages, by sharing Operation Lifesaver’s #STOPTrackTragedies public service announcements and other videos, and by posting other rail safety information to their department websites. Participants will also be emphasizing the importance of obeying rail crossing and trespassing laws throughout Rail Safety Week. For more information about Rail Safety Week, Operation Clear Track, and other rail-safety initiatives and tips, please visit www.oli.org. The Mount Joy Borough Police Department (MJBPD) proudly serves a vibrant community in Lancaster County, Pennsylvania, and is a noted rail stop for Amtrak with a ridership of approx. 45,000-50,000 per year. About Operation Lifesaver Operation Lifesaver, Inc. is a nonprofit public safety education and awareness organization dedicated to reducing collisions, fatalities and injuries at highway-rail crossings and preventing trespassing on or near railroad tracks. A national network of trained volunteers gives free presentations on rail safety and a public awareness campaign, See Tracks? Think Train! provides tips and statistics to encourage safe behavior near the tracks. OLI leads an international observance of Rail Safety Week each September. Mount Joy Borough Police Department 16.09.2020

Dear Neighbors, Did you know that every three hours in the United States, a person or vehicle is hit by a train? Our department/agency supports an annual effort to keep our communities and citizens safe around railroad tracks and trains. September 21-27 is Rail Safety Week in the U.S., Canada and Mexico. To mark the event, we support Operation Clear Track, the largest single railroad safety program in the country, hosted by Amtrak (www.amtrak.com) and Operation Lifesaver ...Inc. (www.oli.org). Due to COVID-19 we will not be holding in-person rail safety activities. Instead, we invite you to join our virtual Operation Clear Track effort to share this critical safety message. We are sharing safety videos, social media posts, and other materials reminding our citizens about the dangers of trespassing on railroad property and failing to obey the laws at railroad crossings. Please share them online with your friends and family. Without question, the pandemic has seriously impacted our personal and professional lives. However, railroad-related deaths and injuries continue to occur in our communities. We appreciate your help in spreading the word, to prevent these incidents from ever impacting our friends and loved ones. More information on Rail Safety Week is available at oli.org/rsw. Thank you for caring, and please stay safe everyone. Chief Robert D. Goshen See more

On Sunday, Officers were dispatched to a report of a juvenile male who suffered a snake bite while playing disc golf at Little Chiques Park. Sergeant Drexel and Officer Goss arrived, rendered aide, and carried the male to an awaiting ambulance. The snake was located in the grass field and was later moved safely to a wooded area near the creek. Although the Borough parks are a safe place to have fun and enjoy nature, visitors are reminded that they share the parks with local w...ildlife. Native snakes are rarely aggressive towards humans, but if you encounter a snake, simply maintain a safe distance and move away from it. To report wildlife emergencies, you can contact the Southeast Region Office of the PA Game Commission at 610-926-3136. For immediate threat to life or if you’ve sustained an injury, please call 911. Stay safe, Mount Joy!

Please see the below information disseminated from the Lancaster County District Attorney's Office. The Mount Joy Borough Police Department takes these cases very seriously and will assist you in any way possible. Quarantine with family members does not mean that family and intimate partner crimes of violence or sexual abuse will not be investigated. If you or a member of your family are in danger, call for help. We recommend that you call the police, but if you don’t feel... safe enough to do that now, there are agencies who can help. Applying for a Protection From Abuse Order is considered an emergency legal matter. The Lancaster County Court of Common Pleas is open for new petitions until 1:30 PM every weekday. Tell the deputy sheriff at the main door security point that you want to apply for a PFA. For more information and instructions, please call the Office of Bail Administration at 717-295-3584 or Domestic Violence Legal Clinic at 717-291-5826. On March 20th a poorly worded post concerning the Mount Joy Borough Police Department's (MJBPD) enforcement of the Governor's Order was posted. This led to a news report which mischaracterized the MJBPD’s enforcement policy and led many to believe that the MJBPD is not enforcing law when, in fact, the Borough’s approach is consistent with that of surrounding Departments and guidance given from the Lancaster County DA. As such, we would like to alleviate concerns related to sa...fety and properly articulate departments official protocol. The MJBPD developed this protocol shortly after the Governor’s Order was issue and in consultation with the County Chief’s Association and the District Attorney’s Office. It has been operating under this protocol over the past week. It states that the MJBPD will enforce the Governor’s order by issuing warnings for first complaint. Repeat offenses will be investigated and may result in notification to the appropriate state enforcement agency and/or written citations. Again, this protocol is consistent the guidance provided by the Lancaster County District Attorney’s Office and with other county police departments which is focused on COMPLIANCE with the Governor’s Order to ensure public health and safety. As guidance from the District Attorney Office changes we will continually revisit current protocols.

SCAM ALERT!!! Please be aware that there are people out there who are ready to take advantage of the current COVID-19 pandemic in order to try and scam you out of your money. Check out this link to read the extensive list, provided by the Pennsylvania State Police, of currently known scams.... Have a great day. Please use your toilet paper sparingly, and don’t forget to wash your hands. https://www.psp.pa.gov/public-saf/Documents/CAB_01-2020.pdf

Mount Joy Borough Police Department 21.01.2020

Effective March 17, 2020, the Mount Joy Borough offices and Police Station will be closed to the public until further notice. Anyone needing to file a report, or speak with a police officer for any reason, please call us at (717)653-1650, or (717)664-1180. Unless, of course, it is an emergency; in that case, call 911. If you have to file a police report for a non-emergency, an officer will either call you back to take the report, or meet you outside of your residence if need...ed. If you need police assistance, and are experiencing flu-like symptoms, please let the dispatchers know when calling, so our officers are prepared prior to meeting you. Our officers will still be patrolling the Borough, conducting traffic stops when violations are observed, responding to disturbances in progress, responding to emergencies, and will still respond to calls that we believe may need to be handled in person rather than phone, so there really won't be much of a change in how we do business other than not taking reports from walk-ins. If you run out of toilet paper, please don't call us about it, because we're out too, and cannot help you there. Have a great day, and remember to wash your hands.

Please remember, if you are celebrating with all kinds of things that go bang, pop, and light up the sky...also known as fireworks, do not forget that you may not launch anything that is meant for the professional fol...ks with the pyrotechnic exhibition licenses, and permits, and all that stuff! Also, you need to be sure you stay at least 150 feet (that's 150 times 12 inches, not 150 baby feet, or cat feet, or whatever small feet you think you can use for measuring) from any structures. Don't be on someone else's property without their permission, which also includes government property, schools, and anywhere that common sense should say you aren't welcomed to launch fireworks from. Also, if you are setting off fireworks all week, and not just on fireworks night, please have enough courtesy to call it a night at a reasonable time. If you need help figuring out a reasonable time, let's just say that if we get fireworks complaints on non-fireworks night, and it's after 10PM, there's a chance you're violating the noise ordinance. Just be respectful of people in the neighborhood that are trying to sleep, due to work in the morning. Try to forewarn your neighbors with dogs that you are planning to celebrate the 4th of July with fireworks, so they can be prepared. If you have animals that get scared by fireworks, please know that it is the week of the 4th of July, and prepare accordingly. Be extra careful to make sure your doors, fences, etc., are secured so your puppers can't escape when they get frightened. Please, be safe with the fireworks! Have fun! Enjoy your 4th of July, and be sure to wish America a great big happy birthday! Just do it within reason, and within the law. Oh! Also, during the day time on the 4th, keep your eyes and ears open, because the Mount Joy Borough PD ice cream truck may be out and about giving some frozen treats to the kids, so get them away from those video games, and get them outside so they can exercise, and possibly get a freeze pop!
