Basically everything above the cylinder (head, cams, intake, exhaust) determines the maximum power. Bore and stroke effect the rpm that the power will be created at. CC's are the biggest factor effecting torque and it does not matter if the CC's come from big bore/short stroke or small bore/long stroke, either way the torque produced from a given cylinder pressure is equal.
