Home Improvement Contractor - Guidance to Citizens Details: 1. Due to an abundance of citizen complaints concerning home improvement contractor issues, District Attorney Tony Matulewicz is offering the following guidance to the citizens of our county.... 2. Prior to hiring a home improvement contractor, ask for the contractor's HIC number and then visit https://hicsearcb.attornevgeneral.2ov/ to confirm the contractor's license has not expired. 3. Ask the contractor for the names of several references you can call to confirm the quality of the contractor's work. You should also ask the contractor to provide proof of liability insurance before signing a contract. 4. According to the Pennsylvania Attorney General's website, a home improvement contract must contain all of the following: What items must be included in a home improvement contract? The contract must be in writing and include the contractor's registration number. The entire agreement between the contractor and the consumer including the date of the transaction. The name, telephone number, and address of the contractor and subcontractors. A description of the work to be performed, including the approximate starting and completion dates of the project. The total sales price due under contract. The amount of any down payment plus any amount paid in advance for the purchase of special order materials. The amount of liability insurance coverage maintained by the contractor. The toll-free number maintained by the Bureau of Consumer Protection. A notice of the consumer's right to rescind the contract. What are your specific rights as a consumer? A home improvement contractor must provide you with a copy of the complete contract free of charge. You have the right to rescind your home improvement contract without penalty within three business days of the signing date, except as provided under law for emergency situations. A home improvement contract is not enforceable against a consumer if it does not include all of the information required by law. A contractor may not demand or receive any payment for a home improvement before the home improvement contract is signed. How much money should be paid to the contractor up front? Generally, a contractor cannot request more than one-third of the total contract price for estimates under $ 5,000.00, plus the cost of special order materials, as designated in the contract. Charges filed against NCJ Inmate Details: 1. On 17 November 2020, the Northumberland County District Attorney's Office filed summary counts of Harassment and Criminal Mischief against county inmate Melissa E. Wolfgang/ DOB 01/06/84.... 2. On 09 October 2020, the District Attorney alleges Wolfgang punched inmate Misty Reynolds/ DOB 04/19/75 in the face (two times) as she was seated on the block floor watching television. Wolfgang then threw the TV remote onto the floor damaging the unit. 3. Inmate Reynolds was examined by in-house medical staff and returned to the block. Injuries were reported as minor. 4. Charge Filed against NCJ Inmate Details: 1. On 17 November 2020, the Northumberland County District Attorney's Office filed one misdemeanor count of Tampering with a Fire Apparatus against county inmate Jenna D. Kieffer.... 2. On 03 November 2020, Kieffer is alleged to have intentionally damaged the fire suppression system in her cell which resulted in activation of the sprinkler system. Kieffer was housed alone in the cell on the incident date. 3. This charge was filed in the office ofMDJ John Gembic and a preliminary hearing is pending. 4. Charge filed against Candace Ann Young - Drug Possession 1. The District Attorney's Office filed one count of Possessing a Controlled Substance (Fantanyl) against Candace Ann Young/ DOB 04-23-1966. Young is currently housed at the Northumberland County Jail. 2. On 29 September 2020, Young's bail was revoked in Northumberland County Court at which time she was taken into custody by probation officers and members of the Northumberland County Sheriff's Office.... 3. During a search of her person, probation supervisor Megan Kriner and PO Meghan Weisen discovered a baggie in her purse, which contained a white powdery substance. Deputy Sheriff Todd Owens performed a field test on the substance, which was determined to be fentanyl. 4. Northumberland County Detective Degg Stark interviewed Young who allegedly stated the substance seized from her purse would test positive for either heroin or fentanyl, and allegedly admitted to using both substances. 5. Charges Filed against Holly N. Olvany Resident - Sunbury, Pa. Details: 1. On 29 September 2020, the Northumberland County District Attorney’s Office filed one felony count of Perjury and one misdemeanor count of False Swearing against Holly N. Olvany, DOB- 01-12-1972, who resides at 2073 Spruce Road, Sunbury, PA. These charges were filed in the Office of MDJ William Cole who was covering cases for MDJ Michael Toomey.... 2. During a summary appeal trial on 12 August 2020, the District Attorney’s Office alleges that Olvany made at least two false statements under oath, in an official proceeding and with a stenographer present, and that her statements were material to that proceeding. The District Attorney’s Office ordered and reviewed a copy of the court transcript for use as evidence in this case. 3. Under cross examination by ADA Michael Finn, Olvany first stated she had an appointment with her family physician to drop off a urine sample for testing on 04 February 2019. She also testified that she made that appointment two days prior to the alleged appointment date. 4. Her family physician and a nurse employed in that office, offered written statements to the District Attorney’s Office saying that no such appointment existed. Additionally, Olvany’s claim that she made the alleged appointment two days earlier was also false, according to the physician. 5. The physician told the District Attorney’s Office urine samples are collected and tested in his office, and are sent out to a hospital laboratory if further testing is warranted. Otherwise, he would have no idea whose urine it was. 6. On 01 October 2020 at approximately 0940 hours, members of the Northumberland County Sheriff’s Office took Olvany into custody at her home and transported her to the Office of MDJ William Cole (Mount Carmel) where she was arraigned on the aforementioned charges. MDJ Cole set bail at $ 50,000 ROR. 7. District Attorney Tony Matulewicz thanks Sheriff Wolfe and his deputies for their assistance in locating and taking Olvany into custody.
