Joseph O'Brien has been appointed interim solicitor for the City of Scranton for several months, while the regular solicitor is on leave. Joe brings a wealth of knowledge to the position. He is one of the foremost authorities on municipal law in Northeastern Pennsylvania. Joe served as Lackawanna County solicitor for many years. He currently is the solicitor for the North Pocono School District and Roaring Brook Township. He formerly was the solicitor for other municipalities in the Scranton area, including Fell Township. Joe has also been involved in numerous zoning matters and transactions involving government entities during his legal career.

Kim Kost Scanlon became the managing partner of our law firm on January 1. The first six months of her tenure has involved dealing with very unusual and unforeseen circumstances. In March, OPR closed its physical offices in compliance with the directive issued by Gov. Wolf. Lawyers and staff worked remotely until June 15, when the office reopened after Lackawanna County went into the Yellow phase of the Pennsylvania Department of Health’s COVID recovery guidelines. Kim provided great leadership throughout that process. Kim also made arrangements for the firm to hire a new associate attorney who is about to join us next week. Thank you Kim for your excellent stewardship and good judgment during these challenging times.

IMPORTANT ANNOUNCEMENT: Our office will reopen on Monday, June 15, after having been closed since mid-March in accordance with the directive issued by Gov. Wolf’s office. Numerous precautions are being implemented to ensure the safety and health of our clients, visitors, staff and attorneys. The number of OPR personnel and others present in the office at any point in time will be less than in the past. Lawyers, paralegals and legal assistants who are not in the office will be working from home, on a rotating basis. We have successfully maintained business operations during the last three months by working remotely. OPR is ready for the next phase, in order to continue our tradition of providing high-quality legal representation.

In mid-March, Gov.Wolf issued an order directing all non-essential businesses (including law firms) to close because of the COVID-19 outbreak. In compliance with that order, our law office has been closed. However, the attorneys and staff at OPR are working from home. We have brought our computers to our houses, and are able to access legal documents, and communicate with clients and each other.
