Two important pieces of real estate news this week: NAR releases housing report exposing dire housing shortage in the U.S., and CDC extends election moratorium one final time through July. Once-in-a-generation response needed to address housing supply crisis Decades of underinvestment and underbuilding have created a shortage of housing in America that is more dire than previously expected and will require a concerted, long-term nationwide commitment to overcome, accord...ing to a new report released by the National Association of Realtors and authored by the Rosen Consulting Group. Housing is Critical Infrastructure: Social and Economic Benefits of Building More Housing outlines causes and offers numerous potential solutions for both federal and local policymakers to consider. The report warns that immediate action must be taken across all levels of government, no matter the approach. "The state of America's housing stock is dire, with a chronic shortage of affordable and available homes [needed to support] the nation's population, the report asserts. A severe lack of new construction and prolonged underinvestment [have led] to an acute shortage of available housing to the detriment of the health of the public and the economy. The scale of underbuilding and the existing demand-supply gap is enormous and will require a major national commitment to build more housing of all types." Source: Nar.realtor; 6/16/2021 CDC extends eviction moratorium through July, says it’s last time The Biden administration has extended until July 31 the nationwide eviction ban to help tenants who are unable to make rent payments during the coronavirus pandemic. The Centers for Disease Control and Prevention, which issued the moratorium, said Thursday that this is intended to be the final extension of the moratorium. The National Association of Realtors (NAR) said it is disappointed by the extension, which is no longer needed on a national level. NAR will continue to advocate for an end to the eviction moratorium and push for the state and local governments to swiftly and efficiently disburse rental assistance funds to housing providers who are struggling due to lost rent, NAR said in a statement. New study recommends subsidizing small landlords According to a new Urban Land Institute (ULI) report, naturally occurring affordable housing from small landlords is at risk of disappearing in Philadelphia. Smaller landlords may have limited access to capital, increasing the vulnerability, said Laura Slutsky, ULI’s executive director. Landlords who own one or two units make up 73% of all licensed city landlords. The report estimates that there are at least 38,000 affordable... properties that may not stay affordable because they are either in poor condition and don’t have longevity or are in an area with a strong real estate pressure pushing landlords to sell. The city already doesn’t have enough subsidized units to fulfill the need for affordable housing. Nearly 43,000 people are on the Philadelphia Housing Authority waitlist. To keep these landlords, city leaders are considering options to incentivize small landlords to stay. The study suggests supporting small landlords like small businesses and working to financially support landlords who need repairs for affordable units. Treating this population like a small business could mean offering more property management training and repair-financing programs without deed restrictions. To help landlords make repairs, ULI says the city could assist them in their search by establishing a one-stop shop for finding and identifying contractors. The city also could partner with educational institutions that provide technical training for construction trades so they can connect graduates with immediate work for small landlords. State extends deadline for rent, mortgage assistance: Gov. Tom Wolf has reopened the application period for the COVID-19 rent and mortgage relief grant programs and extended the deadline to Nov. 4. All eligibility requirements remain the same as they were when the programs originally ended on Sept. 30. Renters and homeowners who were financially impacted by the economic slowdown related to the coronavirus pandemic can apply for rent and mortgage relief via the Pennsylvania Ho...using Finance Agency, which is administering both grant programs. Funding comes from the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act. The agency’s call center at 855-827-3466 is available weekdays from 8 a.m. to 5 p.m. to assist the public. N.Y. developer Durst selected for Penn’s Landing site The Delaware River Waterfront Corporation has selected the Durst Organization to execute a $2.2 billion redevelopment of two prominent parcels along Old City’s riparian shore effectively ending a competing bid by the Philadelphia 76ers to construct a new arena on the site. The selection will set in motion an eight-year redevelopment process that will also integrate a new cap over I-95 featuring a public park. Durst’s pro...posal includes replacing two adjoining parking areas with 3.3 million square feet of new development, including over 2,300 residential units, a 225-bed hotel, over 120,000 square feet of retail, 850 parking spots and thousands of square feet of new public space. The New York-based real estate firm also pledged to make a contribution to the city’s Housing Trust Fund or seek on-site affordable housing to take advantage of a zoning bonus that allows additional height in exchange for affordability provisions. Philadelphia to temporarily block landlords from enforcing evictions: Philadelphia court officials will announce a temporary stay on lockouts related to eviction orders. The move comes as landlord-tenant proceedings begin to ramp up at city courts after months of closure due to the coronavirus pandemic and a statewide moratorium on evictions that ended on Aug. 31, despite calls to the Pennsylvania legislature to extend it from Gov. Tom Wolf. But while some restrictions remain... in place, the reopening of courtrooms means at least some eviction orders could in theory move forward. The local eviction restriction will add a layer of protection for tenants who are not protected by a U.S. Centers for Disease Control and Prevention (CDC) public health order blocking certain evictions. The CDC order is intended to prevent an anticipated avalanche of evictions due to economic stresses caused by the pandemic and related shutdowns. Homelessness and displacement increase the risk of virus spread and are linked to poor health outcomes. Local landlord group HAPCO said it was informed the courts would not enforce lockout orders for an additional two weeks. This will have many unintended consequences for both landlords and tenants, Paul Cohen, an attorney for HAPCO said. Stopping evictions may help tenants in the short term, but you aren’t helping them in the long term. Lower Merion announces rent and mortgage assistance program Lower Merion Township has federal funding available to provide rent or mortgage assistance to residents who are experiencing a financial hardship as a result of the COVID-19 pandemic. The money comes from the Coronavirus Aid, Relief and Economic Security (CARES) Act. The township will accept applications until the funding is exhausted, and may provide qualified applicants up to six months of rent or mortgage assistance. Click here for more information. NAR opposes CDC eviction order until Congress provides further rental assistance: The National Association of Realtors (NAR) has announced that it opposes a recent nationwide eviction moratorium ordered by the Centers for Disease Control and Prevention (CDC) because Congress has failed to provide further federal funding to protect renters and property owners. NAR issued a statement last week saying the order would "bring chaos to our nation’s critical rental housing sector and put countless property owners out of business. In addition, NAR joined with industry partners to urge Congress to pass immediate rental assistance. NAR urges Congressional action on rental assistance, as CDC unveils eviction moratorium The Trump administration announced that it will ban evictions of tenants who are unable to pay rent because of the coronavirus crisis through the end of the year with a broad new order under the Centers for Disease Control and Prevention’s public health powers. National Association of Realtors (NAR) president Vince Malta, along with CCIM and the Institute of Real Estate Management, relea...sed a statement in response: While NAR appreciates and is supportive of administration efforts to ensure struggling Americans can remain in their homes, this order as-written will bring chaos to our nation’s critical rental housing sector and put countless property owners out of business. Any eviction moratorium must also come with rental assistance for property owners, the vast majority of which are mom-and-pop investors and are still required to meet their financial obligations even as they cease to receive income on their properties.
