TOWNSHIP EXECUTIVE DIRECTOR POSITION Richland Township in Cambria County is seeking applicants for the position of executive director. The position reports directly to the board of supervisors and acts as the chief administrative officer when the office of township manager is vacant. The executive director will supervise all municipal departments, excluding the police department, and recommend the hiring, suspension, and/or discipline of all employees under his supervision, o...ther than department heads. The executive director will prepare a recommended budget each year and administer the final adopted budget, including preparing periodic reports on township finances. Additional responsibilities include: preparing the agenda for all board of supervisors meetings; overseeing all franchises, leases, permits, and privileges granted by the township; coordinating accounts receivable; acting as the purchasing officer; ensuring compliance with all collective bargaining agreements; pursuing grants and other funding sources; handling all correspondence with state and federal agencies; serving as the codes officer if the office is vacant; coordinating MS4 compliance and documentation; reviewing benefits contracts at least annually and making recommendations to the board of supervisors; coordinating with the fire department on financial issues; and overseeing building maintenance. A high school diploma is required, with an associate degree or higher preferred. Candidates must have three to five years’ experience in municipal government or the public sector, including managerial responsibilities. The successful candidate, if living outside the township, must relocate within six months of hire and remain a township resident while in the position.
