Tuesday, November 10 at 9:30AM Case will be heard en banc, meaning all judges will be presiding. https://www.youtube.com/w...atch?v=pzboBpW5IDc&feature=youtu.be In April, Delaware County Common Pleas Court Judge Spiros Angelos issued an order indicating any sale of CWA assets must be approved not only by the City of Chester, but also by Chester County (by the county commissioners) and Delaware County (by the county council), where the bulk of CWA's customers live. The Chester Receiver required that the City of Chester appeal that ruling, and the case has now gone up to the Commonwealth Court. If the original ruling is upheld, the City of Chester would not be able to dissolve CWA.
