As we are unable to gather at Mc Keen Park this year, to memorialize our family members and neighbors who gave their lives in times of war, and as we are also unable to participate in the grand parade through our downtown for the same propose, let us take a moment this weekend to offer a prayer or thought for their service to keep us free.

Closing of City Hall and other public buildings to the public, but for parking facilities. To compensate for a significant revenue shortfall due to the COVID-19 pandemic, a moratorium is placed on all purchases and projects of the city, with the exception for purchases and costs associated with this COVID-19 pandemic, which expenses must be approved by the City Administrator. All city employees are essential to the service of our residents therefore all city employees are required to report to duty, unless they are sick. All city policies regarding sick leave will be enforced according to the new Federal laws concerning Family Leave standards. The PA Sunshine Law allows for two-way technology to allow the public to participate in City Council meetings. All City sponsored sports events, practices and special events or festivals at City facilities or in city right of way (streets) are canceled through April 30, 2020. This will be re-assessed at that time to determine any extensions to this Declaration. As per the Governor, this Declaration will not impact the outdoor Winter Farmers’ Market but arrangements have been made to require curbside service and suggested social distancing and it has been canceled for this and several weeks by its sponsors GEDP/ To waive the enforcement of all traffic violations by the local Parking Enforcement Officers and or Police Officers and direct that they only give tickets that present a safety hazard, such as parking into an intersection, blocking a private driveway, etc. This waiver will extend though the month of April and include expired registrations and inspections. The booting of vehicles is curtailed through April 30, 2020. suspend citation late fees for penalties effective as of March 16, 2020 until April 30, 2020, to be reviewed and possibly extended. street cleaning will start on June 1, 2020, not April 1, 2020 Effective Monday March 30, 2020 our trash hauler will cease the collection of bulk items curbside. Daily rates in both City parking garages be waived through April 30, 2020. Public meetings of all Authorities, Boards and Commissions be canceled unless important deadlines must be met or for specific business that can’t wait. If a meeting must be held the meetings must be remote during this pandemic and follow all PA Sunshine Law provisions. Authorizes the Mayor to cancel City Council unless important actions need to be taken. This Order cancels all City Council District meetings. All Council meetings that are called will be in City Council Chambers so that members and members of the public can call in remotely. See more
