Snowplow Operations The safety of the traveling public is a main concern of the City’s Department of Public Works which strives to provide snow and ice removal as quickly as conditions permit. The City is responsible for 90 snow lane miles of roadway which includes State routes as they pass through the City. As a general rule, the priorities for snow removal are: ... 1. School and Hospital routes and bridges; 2. Main Roads: Conewango Avenue, Pennsylvania Avenue, Market Street, Fourth Avenue, Lexington Avenue, S. Parker Street; 3. Concrete streets, brick streets, hills; and 4. Residential areas During heavy snowfall events, the streets are generally cleared in three phases: 1. Making the streets passable; 2. Widening the width of the plowed areas; and 3. Clearing streets to the curbline (following the snowfall) The traveling public is reminded to exercise caution and drive with care.

Warren’s Department of Public Works will begin its 2020 leaf collection on Monday, October 19. Crews will be collecting throughout the City on a daily basis, concentrating on areas of most need. Residents are reminded that the piled leaves will be picked up by the leaf vacuum machines, while the bagged leaves will be collected by a separate truck. As of Monday, November 23, 2020, the City of Warren Municipal Building will be closed to the public; excepting visitors regarding certain Police matters. The decision to close the building was based on the recent significant spike in confirmed cases of COVID-19 within Warren County and surrounding areas. The personnel who work within this building are essential for the day-to-day operations within the City and the provision of public safety services for our residents; closure... of the building is one key step in mitigating the possibility of an outbreak among City employees. All City offices are staffed and personnel are available via phone and/or e-mail (a directory may be found via the City Directory navigation tab on the left side of the City of Warren web site home page at www.cityofwarrenpa.gov). Payments for Real Estate taxes, parking permits, parking tickets, and ambulance service subscriptions may be submitted via mail or online links to online payment sites may be found on the left side of the City’s home page. All public meetings will be held virtually links to the meetings will be provided via calendars on the City’s web site. The calendars are listed on the right side of the home page under City Council Calendar and Board and Commission Meetings. At present, there is no projected date for re-opening the building to the public. Thank you for your cooperation as we work to safely provide services to the community.

Reminder: Leaf burning is prohibited in the City of Warren. Leaves should be placed at the curb (not in the street) for collection by the Department of Public Works. Crews will be circulating throughout the City until all leaves are collected or winter weather prohibits further collection activities.

The City of Warren is the appointed Tax Collector for City/County/School Real Property Taxes. The City of Warren imposes a tax on all Real Estate in the City. The Warren County Assessment Office determines the value of the property on which taxes must be paid. Real Estate Tax bills for the City and County are included on one bill. The tax for the School District is billed separately. Both bills are mailed out annually August 1 for the current year. If you have a mortgage and ...your property taxes are escrowed, your tax bills should be mailed by you to your mortgage company for payment from your escrow fund. If property has been sold and you receive tax bills in error, please forward bills to the new owner or return to the City Tax Office with any information you may have. If the mailing address on the tax bills is incorrect, please contact the Warren County Tax Assessment Office at 814-728-3420. LOCAL TAX COLLECTION LAW: Act of May 25, 1945, P.L. 1050, No. 394, Section 7.: Effect of Failure to Receive Tax Notice Failure to receive tax notice shall not relieve any taxpayer from the payment of any taxes imposed by any taxing district, and such taxpayer shall be charged with his taxes as though he had received notice.
