We are continuing to spotlight Sailors who are living out the #CultureofExcellence. Please take a moment to read about this week’s stand out Sailors CS1(SW) Phe...ara DyBouder! CS1 DyBouder is currently serving on the future USS Daniel Inouye as it makes its way to Hawaii for commissioning. The Spartanburg, South Carolina-native is the ship's Command Career Counselor and Assistant Command Suicide Prevention Coordinator. He has promoted a positive culture on the ship, reinvigorating the suicide prevention program and ensuring that Sailors are looking out for one another. As the command career counselor he's been instrumental in helping Sailors there stay on track in their careers - facilitating 50 CDBs, 4 reenlistements, and leading the charge as Inouye has a 100% retention rate. Those on Inouye acknowledge DyBoude's good attitude and relatable spirit as He works with the crew to build a #CultureofExcellence. Petty Officer DeBouder likens his success on the ship to his parents, who immigrated from Cambodia to the U.S. to flee from violence there. He is thankful for the opportunities he received in America and desires to pay it forward daily. "I utilize every value that my parents taught me and I incorporate those values into my everyday Navy routine. To be kind to others, to help others even when you need help, and to do the best you can no matter what the circumstances. I am so proud to serve my Country, but I am so very much filled with joy to know that I am able to make my parents proud!" --CS1 DyBouder

ALCON, On April 16, Commander, Navy Reserve Force (CNRF) issued ALNAVRESFOR 011/20, which announces several new policies for Navy Reserve Sailors, consolidates temporary COVID-19 guidance for ease of reference, and postpones all drill weekends until the end of May.
