Currently, Pennsylvania stands alone amongst our neighboring states as the only one which does not guarantee such coverage. Yesterday, the House Finance Committee approved legislation to give a larger tax holiday to tech companies. The tax credit is intended to incentivize companies to build data processing centers in Pennsylvania, but data processing centers are already a necessity for large tech companies and are already built in states with and without special handouts. HB952 is sold as a job creator, but there is no guarantee that firms must hire Pennsylvanians or even pay prevailing wage. Inclusionary zoning is one of the many tools we can employ to address the crisis of lack of affordable housing in our neighborhoods. I wholly support expanding this measure to include all areas of the the City of Pittsburgh and surrounding communities. Thank you for all our neighbors who organized and provided testimony.

As we discussed with the press yesterday, an eviction moratorium must be paired with a rental assistance program to help property owners as well. Evictions during a pandemic are absolutely a public health issue, and we in the legislature need to take action.
